Pinball Construction Set is considered the first construction set game that launched the concept and genre.
Construct a pinball game by dropping parts onto the table (or alter the table itself). Alter world physics like gravity, bounce, kick, and speed. Paint custom backboards. Wire together targets for specials and bonus points. Finally, save creations for later, or generate a self-loading version of the table to distribute to friends (original program not needed to play).
You move the hand with the arrow keys
You select with shift (keep holding it when you grab something, or else you won't be able to put it down)
Left flipper with left shift
Adjust launcher with up and down arrow keys
I have not yet been able to figure out what key is right flipper

Such a shame this is the low-resolution colour version; I can't get the mouse to work.
I've spent countless hours on the black-and-white Macintosh version, creating more than 50 different tables. Mostly crap, I'm sure, but that wasn't the point back then. :-) The superb 4-channel sounds of digitized classic (physical!) pinball tables made sure this game filled the house with racket, and the abilities to freely form the table boundary, wire together bonuses and paint your own backdrops (and even make components invisible) allowed you to make truly unique games.
